Equal Opportunities and participation in public life
for persons with disabilities:
This target area relates to the right of persons
with disabilities to equal opportunities, political
participation, and access to adequate shelter and
care for all types of disabilities. It has become
clear that there is no such thing as a disabled
person, but rather a disabling society, a society
sympathetic to some and antagonistic to others. What
is necessary, therefore, is justice in the provision
of equal opportunities and choice, considering
people’s needs and aspirations with equal
importance.
The needs of persons with disabilities for shelter
and accommodation, whether they are residential
centers or daytime facilities, are a social
requirement, particularly for persons with
mental disability.
This is especially true in cases where the family is
unable or unwilling to provide such shelter or
security. There is an increasing demand for
residential services for persons with disabilities,
and mental disability
is the most prevalent type of disability.
The goal of this target area is to provide a decent
life, sustainable care and equal opportunities for
persons with disabilities.
3.9.2- The difficulties and shortcomings:
§
The absence of persons with disabilities, or their
representatives, from decision making, political,
and high ranking administrative positions. Although
persons with disabilities may find someone to speak
on their behalf, they often cannot represent
themselves in many areas.
§
The lack of services and shelters for persons with
medium to severe disabilities.
§
Unless environmental and social barriers are
removed, persons with disabilities will not be able
to compete with non-disabled persons despite the
notion of equal opportunities.
3.9.3- Policies and initiatives:

Ensuring the full and active participation of
persons with disabilities in political and public
life on an equal basis with others.
2.
Ensuring that persons with disabilities can
easily acquire the disability identity card in
accordance with the National Registry of
disabilities.
3.
Ensuring equal opportunities for persons with
disabilities and equitable access to opportunities
without discrimination.
4.
Providing persons with disabilities with a
quality of life commensurate with their needs
through a network of services and residential care
centers throughout the Kingdom.
5.
Supporting strategic partners--social
associations and organizations working in the field
of disabilities in two ways: privatizing the social
services, and through supporting the services
depending on the type and quality of the service.
