Mechanism of Supporting Disabled Students in Educational and Training programs for Associations Working in the Field of Disability (Voluntary Sector) for 2010

 
     
 

Goal: This mechanism aims at raising the levels of services provided to disabled persons, through supporting educational and training programs at.

 

Targeted Groups: This program targets the following categories:

1-Hearing disability
2-Handicaped
3- Cerebral Palsy
4-Visual disability
5-Intellectual disability
6-Autisim
7- Persons with hearing and visual disability
 

Mechanisms of Support

1-The association applies at HCAPD in addition of attaching a copy of its internal system, a valid license certificate, services provided, qualified staff and its capacity.
2-The association provides the Council electronically with a list of the total registered number including (student’s name, national number, category of disability, loco parentis phone number) according to the Council’s accredit data form and monthly installment of each student.
3-The association provides the Council with an electronic list of poor students names who worth support in accordance to the accredit data form at the Council and the monthly installment of each student.
4-After completing all the required documents, the association will be visited by the Council’s following up and evaluation team.
5-The agreement will be signed according to the recommendations of the team.
6-The association makes a financial request according to the approved finance form (every six months and it will be paid in advance).


Conditions of Support:


1.Only students under the age of (18 years) will be supported in educational programs.
2.Support is not included in integration programs at schools, vocational rehabilitation and accommodation sections (internal) .
3.HCAPD has the right to look at the database of the served students as well as administrative and financial documents related to the support.
4.The association is committed to the principle of equal gender participation of persons with disabilities in its programs and activities.
5.The association provides the Council with a written pledge form to assure that all supported persons with disabilities are not able to pay the installment and they are not supported by other parties.
6.The association is committed to make case study on each nominated students and keep a copy in his/her file.
7.The Associations and Centers should provide students with best teaching and educational methods in addition to equipped means of transportation in accordance to the Council’s accreditation standards.
8.The association is committed to provide support services to students without incurring any additional fees.
9.The association is committed not to request any additional fees from supported students.
10.The association is committed not to add any student during the year.
11.The association should inform the Council in writing if the students get any other to avoid support duplication.
 

Requirements of Taking Advantage of this Mechanism:

-To have a board of directors and / or the Council for parents and / or administrative body.

-To have basic and appropriate technical devices to provide service according to the Council’s standards.

-To have specialized technical staff in addition of human and material resources to implement training programs for other institutions.

-It should be legally registered and without any administrative or financial violations in the last year.

-The association is committed to apply the Council’s accreditation standards.

 

Supported Services:

-Educational, training and support services within educational program for students including physiotherapy, occupational and speech therapy, the support does not include integration programs at schools, vocational habilitation and accommodation.  

Value

The Council provides support to the voluntary sector as follows:

1.(60 JD) for each student at day centers per month.
2.(150 JD) for each student with hearing and visual disabilities per month.
3.(150 JD) per month for students with autism at specialized centers for Autism only.
4.All students will be supported if they were only 20 students.
5.70% will be supported if they exceeded 20 students.
6.The maximum number of students will be supported in any association is 70 students.
7.The value of support will be paid in advance every six months.
8.The amount of support includes having proper heating, specialized education staff, qualified educational program.
9.All students enrolled in institutions of disabilities at poverty areas will be supported in accordance to the Prime Ministries official book.
 

Following up and Evaluation :

1-The Higher Council in cooperation with the Ministry of Social Development will follow-up services provided through periodical visits to the supported associations.
2-The association will be provided with a copy of the Council’s team report to take the recommendations into consideration.
3-The association should provide the Council with periodical financial and administrative reports including a detailed report on served students.
4-The association sends a formal letter to the Council in case of the absence of any supported student for a week or more 
5-In the case of the association transmission the Council should be informed by an official letter at least two months before moving.
 

Penalty clauses:

1-The Higher Council has the right to stop the support or reconsider its value in case of any failure, decline or lack of services provided to students or imbalance in information.
2-The Council has the right to retake support value of students who have duplication support or do not deserve to be support in addition that association does not have the right to take any additional fees from parents.
This mechanism is valid from 1/1/2010-31/12/2010.The Council has the right to review this mechanism as long.
 

 

 
 

Mechanism to Support Students with Disabilities at Centers and Institutions of Special Education / Private Sector for the Year 2010

 
     
 

External Section


Goal:
This mechanism aims at raising the levels of services provided to disabled persons, through supporting educational, habitation and training programs at institutions and private institutions concerning with special education.


Targeted Groups: This program targets the following categories:


1- Hearing disability 2- Handicaped 3- Cerebral Palsy
4-Visual disability 5- Intellectual disability
6- Autisim 7- Persons with hearing and visual disability


Mechanisms of Support
1- The association applies at HCAPD in addition of attaching a copy of its internal system, a valid license certificate, services provided, qualified staff and its capacity.
2- The association provides the Council electronically with a list of the total registered number including (student’s name, national number, category of disability, loco parentis phone number) according to the Council’s accredit data form and monthly installment of each student.

Conditions of Support


1- 50% of the maximum capacity or the total number of students, whichever is less will be supported.
2- The institution is committed not to increase the value of the monthly installments during the school year.
3- The institution is committed to provide the Council within one month maximum from signing the agreement with a file contains social security / retirement or tax statements for the parent of each supported student and keeping a copy in the student’s file.
4- HCAPD has the right to look at the database of the served persons as well as administrative and financial documents related to the support.
5- The association should inform the Council in writing if the students get any other support from other parties to avoid support duplication.
6- The institution is committed to the ratio of the supported number of students; in case the ratio has been completed the additional numbers will be placed on the waiting list, without converting it to the Council, the institution sends a copy of the list to the Council every six months.
7- The institution is committed to apply the accreditation standards issued by the Council.
8- The association is committed to the principle of equal gender participation of persons with disabilities in its programs and activities.
9- The association is committed to make case study on each nominated students and keep a copy in his/her file.
10- The Associations and Centers should provide students with best teaching and educational methods in addition to equipped means of transportation in accordance to the Council’s accreditation standards.
11- The association is committed to provide support services to students without incurring any additional fees.
12- The institution should inform the Council in writing if the students get any other support from other parties to avoid support duplication.
13- The association provides the Council with a written pledge form to assure that all supported persons with disabilities are not able to pay the installment and they are not supported by other parties.

Value

1. 120 JD the maximum monthly installment for each student in external section.
2. Support will cover (60%) of the installment with a maximum value (70 JD) per month.
3. Support will cover (90%) of monthly installment in case of having two or more persons with disabilities in the same family with a maximum value (108 JD) per month.
4. Payments will be paid on three installment according to the following:
- First installment will be paid on 30/4/2010.
- Second installment will be paid on 30/8/2010.
- Third installment will be paid on 1/12/2010.
5. In case of adding additional students the institution does the following:
- Addressing the Sectary General of HCAPD by sending official letter with a list of students’ names they want to add including its capacity, total number and the Council's ratio according to capacity and total number.
- The Council accepts the request by sending a formal letter; student support will be valid since the date of approval.


Following up and Evaluation:


-The Higher Council will follow-up services provided through periodical visits.
-The Council will follow-up services provided through looking at the reports of the Ministry of Social Development.
-The association will be provide with a copy of the report to take the recommendations within consideration.
-The association should provide the Council with periodical financial and administrative reports including a detailed report on served students.
-The association sends a formal letter to the Council in case of the absence of any supported student for a week or more

Penalty clauses:

3-The Council has the right to stop the support immediately if it was proved that the center was not licensed.

Internal Section
The terms of the external section will be applied taking into consideration the following modifications:


Targeted Groups: This program targets the following categories:
1- Sever intellectual disability.
2- Multi disabilities.


According to the following conditions:
1- The person with disability is an orphan.
2- Person with a disability of unknown parentage
3- Person with a disability from disassembled family.
4- The family has more than one person with sever disability.
5- Disabled mother or elderly (more than 65 years).

Supported Services:
-Support includes education, training, support services and accommodation services in accordance to the Council’s standards.


Conditions of Support
The maximum number of supported students is 70 students in the internal section.


Value
-The maximum monthly installment will not exceed 400 JD for each student in the eternal section.
-Support will be provided to disabled students who deserve the support mechanism in order to cover 60% of the monthly installment with a maximum value (240 JD) per month.
-Support will cover (90%) of the monthly installment due to the accommodation support mechanism and in case of having two or more persons with disabilities in the same family the maximum value will be (360 JD) per month.

Autistic Students

The terms of the external section will be applied taking into account the following modifications:
Targeted Group
This mechanism targets students with autistic disorders by providing diagnostic certified report from approved diagnostic centers by the Council.
Supported Services:
Support includes education, training, support services and transportation in accordance to the Council’s standards.
Conditions of Support
The institution is specialized in providing programs and services to students with autistic disorders or has licensed classes in addition to the approval of the Council.

Value
-The maximum value of the monthly installment is (240 JD) for each student in the external section.
-Support will be provided to autistic students who deserve the support with a monthly installment (150JD).
-Support will cover (90%) of the monthly installment due to support mechanism; in case of having two or more persons with disabilities in the same family the maximum value will be (216 JD) per month.

This mechanism is valid from 1/1/2010-31/12/2010.The Council has the right to review this mechanism as long as informing the associations with approved amendments in writing.
