Inclusive Education

The Council provides technical support to uphold the rights of students with disabilities to education through the creation of pioneering model programs and services, as well as issuing standards for quality assurance purposes. The Council also works through a participatory system with the Ministry of Education to adopt a comprehensive approach to ensure that children, especially those with disabilities, are not excluded from the educational system. Including children with disabilities in the educational system has a great impact on enhancing their abilities and experiences. It also changes misconceptions about them and instills the concept of acceptance of difference among their peers without disabilities.

The Council also provides the Ministry of Education with the necessary technical expertise needed to offer educational opportunities for all students within the compulsory mainstream educational system. This enables children with disabilities and their peers without disabilities to attend classes suitable for their age group in schools, while also providing the required additional support to each child, as per their respective needs. This is done via the employment of teachers, including those with disabilities who are proficient in sign language and / or Braille. The Council is also in charge of training specialists and staff working at all education levels. This includes training, raising awareness in the field of disability and using enhanced, alternative and appropriate communication modes and formats, in addition to using educational techniques and materials to help people with disabilities, as per the Convention on the Rights of Persons with Disabilities ratified by Jordan.


Primary Education

 1. To provide technical support and knowledge in preparation of the ten-year strategic plan of inclusive education, which the Ministry of Education is developing as set forth in the Law on the Rights of Persons with Disabilities No. (20) for the year 2017, and to follow up on its implementation in partnership with the Ministry of Education.

2. To partner with the Ministry of Education and provide the needed technical support for setting standards to ensure quality education.

3. To participate in the Ministry of Education’s school surveys so as to identify the requirements for making them inclusive for people with disabilities.

4. To provide technical support to the Department of Curricula in the Ministry and adapt curricula to include the requirements of people with different disabilities.

5. To work with the Ministry of Education and the Department of Statistics to determine the percentages of persons with disabilities who are not enrolled in schools, and to develop a plan to enroll them in different stages of education.

6. Kindergartens and early intervention: To raise the capacity of workers in dealing with children with disabilities and developmental delays in order to enable those children to join inclusive schools.

7. To coordinate among the ministries of social development, health and education.
